• Administered construction contracts to assure that the completed project met the specifications within budget and on time to serve scheduled passengers
• Answered contractor generated Condition Found Reports requesting additional or changed work
• Negotiated change orders to refine the scope of work and agree on costs
• Monitored and inspected the contractor's work, approved completed tasks, and negotiated percent complete prior to preparation of progress payments
• Constantly monitored the financial status of the project by observing the completed work tasks and projecting the expected final cost at project completion
• Requested additional funding to assure sufficient funding was available to complete the project
Accomplishments
• Succeeded in completion of two five-million dollar main engine refurbishment projects on the fast-ferry vessels Fairweather and Chenega
• Coordinated replacement of main engines and other ancillary equipment aboard the fast-ferry Fairweather with engine manufacturer and shipyard as the owner’s project manager
• Planned and executed ship overhaul periods to ensure compliance with classification society and flag-state requirements while staying within budget and on schedule
• Developed technical specifications for annual vessel overhaul periods
• Functioned as a port engineer for annual vessel overhaul from vessel arrival through warranty period
• Reviewed and approved requisitions and purchase order requests from vessel through an on-line procurement system
• Participated as the Alaska Marine Highway System representative member of the steering committee charged with development of a statewide transportation asset management tracking system development for the State of Alaska DOT in response to federal MAP-21 requirements
• Liaised with USCG and DNV to request extensions to expiring USCG835 and Condition of Class requirements that would have resulted in suspension of vessel revenue operations if unsuccessful.
• Developed a machinery equipment repair plan to minimize vessel down time and keep the vessel operational during the busy summer season in Prince William Sound
• Analyzed historical events and developed a timeline that illustrated lost revenue days in support of on-going litigation
• Conceptualized and created a parts tracking system to handle unanticipated parts growth, provide information on engine part availability and their impact to reassembly of the MTU 595-engines in support of the project schedule
• Developed an engine removal/reinstallation process to facilitate handling of four main engines simultaneously without having to move the ship multiple times during the removal/reinstallation process
• Oversaw the transfer of the engines from Ketchikan to the shop in the Seattle-area and back
• Solved multiple engineering problems during the project, including work arounds for the main deck stanchion removal procedure and a plan to secure the engines to the foundations after alignment errors were corrected
• Coordinated the logistics involved with movement of the engines, supplies, parts and equipment to the shop in the Seattle-area.
• Monitored the project from afar through the use of an on-site engineer who provided daily updates using forms and guidelines that I created
• Conducted surveys of AMHS vessels to find tasks to incorporate into a new database to track long-term improvement tasks that will be incorporated into future federally-funded capital improvement projects
• Modified an engineering consultant developed Access database to provide data manipulation and reports in a format that was useful for the AMHS Marine Engineering Department
• Compiled survey reports for all eleven (11) AMHS vessels and published for use by shore-side management
• Handled contract administration for eight of the eleven AMHS vessels during the state-fiscal year in an effort to effectively track spending
